Yes, but only in the area of the Vistula Boulevards designated by the resolution of the City Council (from the landing slab to the height of the Fountain Park). Alcohol can only be consumed on boulevards – moving an open can/bottle to the Poniatowski Bridge, access streets or to the metro is prohibited and threatens with a fine.
