Medical assistance for students in Wrocław: NFZ clinics

Medical assistance for students in Wrocław: NFZ clinics

Medical assistance in Wroclaw is based on the system of Primary Care Physicians (POZ), to whom you must sign up to benefit from free visits to the National Health Fund. As a student staying outside your place of permanent residence, you are faced with a choice: to behave as a doctor in your hometown or to submit a declaration in one of the clinics in Wrocław. The second option is essential if you plan to receive regular treatment, need exemptions from classes (L4) or medical certificates for dormitory or physical education (PE).

How to sign up for an NFZ doctor in Wrocław?

Submitting a declaration of choice of a doctor, nurse and midwife is a free process and can be done twice during a calendar year without paying any fees. In Wroclaw, the fastest method is to use the Internet Patient Account (IKP), where you select the facility by zip code or name. An alternative is a personal visit to the registration of the selected clinic and filling out a paper form.

Choosing a clinic and the location of the campus

Wrocław is divided into medical regions, but the National Health Fund does not impose zoning when choosing a family doctor. The most sensible choice for students of the Wrocław University of Technology, the University of Wrocław and the University of Life Sciences are institutions in the area of Grunwaldzki Square and Śródmieście. If you live in “Wittigowo” type dormitories in Biskupin, look for a clinic at Olszewskiego Street or Partyzantów Street. Students of the University of Economics should head to the institutions at Komandorska Street or Pabianicka Street.

Documents required for registration

To register at the selected clinic, you need a PESEL number and a confirmation of health insurance. In the eWUŚ system, your entitlements are verified automatically on the basis of a notification by your parents, employer or university. If the system lights up red, you must present your student ID card with a confirmation of your application for insurance (ZUS ZCNA) or a certificate from the university.

Clinic at 21/23 Dobrzyńska Street – Medical Center for Students

The Lower Silesian Medical Diagnostic Center (DCDM) at 21/23 Dobrzyńska Street is a key point on the medical map of Wrocław, historically associated with the care of staff and students of Wrocław universities. This facility houses not only the offices of primary care physicians, but also a wide base of specialist clinics and diagnostic laboratories (X-ray, ultrasound, ECG).

Specifics of registration on Dobrzyńska Street

Registration at this clinic takes place from the early morning hours (usually from 7:00 a.m.), and due to the large number of patients, appointments with internists are sometimes 1-2 days away during infectious periods. The clinic serves students of all Wrocław universities, which means that doctors working there know the specifics of sick leave required by the deans of the Wrocław University of Technology or the University of Wrocław.

Tests for sanitary and epidemiological purposes

If you are studying fields related to food, chemical technology or gastronomy at UPWr or WUT, you will need a “sanitation booklet”. The clinic at Dobrzyńska Street has facilities that allow for the implementation of examinations by an occupational medicine doctor after prior examinations at the Sanepid (Składowa Street). It is here that students are most often referred for preventive examinations required to complete professional internships in industrial plants.

Provincial Centre for Occupational Medicine (WOMP) – Przyjaźni Street and Oławska Street

The Provincial Centre for Occupational Medicine (WOMP) carries out tasks in the field of examination of candidates for studies and students who are exposed to harmful, burdensome or dangerous to health factors during their studies. These facilities are located at 8 Przyjaźni Street and 14 Oławska Street.

Referral for preventive examinations

You receive a referral for such tests from the dean’s office of your faculty (e.g. WIT, W-5, W-10 at WUT). Examinations at WOMP are free of charge for students provided they have a valid referral. The process includes a visit to a medical examiner and sometimes additional eye or hearing tests if the profile of study requires it. The lack of a valid certificate from the WOMP may result in not being allowed to enter laboratories in Technopolis buildings (C-11) or technological halls (B-4).

Specialist care of the National Health Fund for students: Gynecology, Dermatology and Psychiatry

Access to specialist doctors at the National Health Fund in Wrocław usually requires a referral from a primary care (family) doctor, but there are key exceptions important for the student population. You can sign up for a gynecologist, psychiatrist, oncologist or dentist without a referral, which drastically shortens the diagnostic path in the event of sudden health problems.

Gynaecologist at the National Health Fund in Wrocław: Where to go without long queues?

Female students in Wrocław most often seek gynaecological care in facilities located close to major transport hubs.

  • Lower Silesian Medical Diagnostic Center (21/23 Dobrzyńska Street): It has an extensive gynaecological clinic with many offices, which statistically shortens the waiting time for a follow-up visit.
  • Clinics at Pabianicka Street and Powstańców Śląskich Street: Often chosen by students of the University of Economics due to their proximity to the campus.
  • Important: If it is necessary to obtain emergency contraception (the so-called “after” pill), a visit to the National Health Fund may be difficult to carry out immediately. In such situations, students often use emergency help at Night and Christmas Health Care points, although the doctors on duty there are not obliged to issue such a prescription, unless it results from a direct threat to health.

Psychiatrist and psychological help without a referral

Mental health problems, anxiety or academic burnout are real problems for Wrocław students. A psychiatrist at the National Health Fund admits without a referral.

  • Mental Health Center (25 Kraszewskiego Street): A key point for students living in Nadodrze and in the vicinity of the UWr campus. He offers help in crisis situations.
  • Clinics at Bończyka Street and Korzeniowskiego Street: Large centres with a contract of the National Health Fund, with teams of psychologists and psychiatrists.
  • University support: The Wrocław University of Technology offers free support under the SOW (Support Service System) at Wybrzeże Wyspiańskiego Street, and the University of Wrocław in the Psychologists’ Consultation Team. These are the points of first contact that help assess whether a student requires further treatment at an NFZ facility.

Dermatologist and allergist: The problem of “Wrocław air”

Wrocław, due to high humidity and tree dusting in parks (Szczytnicki, Południowy), generates a large number of allergy patients. A referral from a family doctor (e.g. from Dobrzyńska Street) is required to see a dermatologist and allergist.

  • Department of Dermatology, Venereology and Allergology (1 Chałubińskiego Street): The main academic center, where the best specialists work. Students often come here with referrals for patch tests or with skin problems that require advanced diagnostics.

Emergency Department in Wroclaw: Where to go with an injury

The Hospital Emergency Department (ED) serves only in life-threatening conditions and sudden injuries. As a student, you need to know which hospital in Wroclaw is on trauma duty to avoid being referred between facilities.

Key addresses of the Student Emergency Department:

  1. University Clinical Hospital (USK), 213 Borowska Street: The largest emergency room in Wrocław. He accepts the most severe trauma cases. If you have been involved in a city bike accident or suspect a fracture, this is the main address. Attention The waiting time for “green” (non-life-threatening) cases can range from 6 to 12 hours.
  2. Military Hospital, 5 Weigla Street: A very efficient emergency department, often chosen by students due to a slightly lower occupancy rate than at Borowska Street, although the standards of patient selection (triage) are just as strict.
  3. Provincial Hospital, 2 Fieldorfa Street (Stable): A modern branch in the north-western part of the city. Crucial for students living in western housing estates.

Documentation in the emergency room:

You must have your PESEL number with you. A student ID card is not an insurance document, but it is worth having it to confirm your identity. The eWUŚ system will verify your right to free treatment. If you are a foreigner, you must have an EHIC or insurance policy.

Pharmacies around the clock in Wroclaw: Where can you fill a prescription at night?

After visiting the Night Medical Aid (NŚOZ) at Warszawska Street or Borowska Street, you will need a pharmacy. In Wrocław, the network of pharmacies around the clock is limited to a few strategic points.

  1. Pharmacy “Pod Lwami” (40 Świdnicka Street): Located in the very center, close to the Market Square and the main tram lines. The most popular point for students returning from night medical duty.
  2. Pharmacy at Grunwaldzki Square: Strategic for students of WUT, UWr and UPWr. He often performs night duty in a rotational or permanent system (it is worth checking the current duty board on the door of each pharmacy).
  3. Pharmacy at Weigla Street: It is located right next to the Military Hospital, which is crucial after leaving the local emergency room.
  4. Pharmacy at Kamieńskiego Street: It serves the northern part of the city, close to the Provincial Hospital.

Student Patient’s Rights: What Do You Need to Know in a Clinic?

  1. Access to medical records: You have the right to a free first extract or copy of your medical records at any NFZ clinic in Wrocław. This is necessary if you are moving to another doctor or need documents for the medical committee at the university (e.g. when applying for medical leave – the so-called dean’s leave for health reasons).
  2. Third Party Authorization: When living in a dormitory or in a dormitory, it is worth authorizing someone close to you in the IKP system to obtain information about your health condition and access prescriptions. In the event of an emergency stay in the hospital at Borowska Street, it will facilitate communication with doctors.
  3. Primary care physician and place of registration: The NFZ law clearly states that the place of registration does not affect the choice of clinic. A registration employee in Wrocław cannot refuse you a doctor’s appointment just because you have an ID card issued in another voivodeship. Your place of residence is Wroclaw and this is enough to submit a declaration.

Night and Christmas Health Care in Wroclaw: Where to go after 6:00 p.m.?

When primary care clinics are closed (after 6:00 p.m. on weekdays and around the clock on weekends and holidays), you can get help at Night and Christmas Health Care (NŚOZ) points. It is not a Hospital Emergency Department (SOR) – the National Emergency Department deals with sudden illnesses that are not life-threatening, but require urgent internal medicine consultation.

Addresses of NŚOZ points key for students

  • University Clinical Hospital, 213 Borowska Street: The point serves the southern part of Wrocław, ideal for residents of the vicinity of Kamienna and Ślężna streets.
  • Provincial Specialist Hospital, 2 Fieldorfa Street: It serves the western part of the city (Leśnica, Maślice, Stabłowice).
  • A. Falkiewicz Specialist Hospital, 2 Warszawska Street: Crucial for students living in Biskupin and Sępolno (close to the Wittigowo campus).
  • St. Elizabeth Hospital, 105 Grabiszyńska Street: A point for people living in the vicinity of Legionów Square and the Grabiszyn housing estate.

When to choose NŚOZ instead of SOR?

You choose NSOZ in case of high fever, severe sore throat, sudden abdominal pain or exacerbation of allergy symptoms. The emergency department (e.g. at Borowska Street or Fieldorfa Street) is used only to save lives (accidents, strokes, heart attacks, haemorrhages). Going to the emergency room with a cold results in many hours of waiting (up to 12 hours) and often being referred to a night care point.

Sick leave (L4) and PE certification

Any absence from compulsory classes (laboratories, exercises, language courses) must be excused. Wrocław universities honour sick leaves issued on ZUS forms (e-ZLA) or certificates on paper forms of the clinic with the stamp of the doctor and the facility.

Procedure for justifying absences in USOS systems

After obtaining a sick leave, a student of the Wrocław University of Technology or the University of Wrocław usually has 7 days to inform the lecturers. The exemption must be presented for inspection or a scan sent by student mail. Remember that the primary care physician in your clinic (e.g. on Dobrzyńska Street) can only issue a retroactive exemption for up to 3 days, so you must make an appointment immediately after the onset of symptoms.

Long-term exemptions from PE

Semester or one-year exemptions from physical education classes require a special procedure. At most universities in Wrocław (WUT, UWr, UEW), a simple certificate from a family doctor is not enough. The document must be approved by a specialist doctor or a medical committee at a facility indicated by the School of Physical Education and Sport (e.g. at Chełmońskiego Street or Przesmyckiego Street). Confirmation of the dismissal is often required at a sports clinic or by a judge at the WOMP at Przyjaźni Street.

Dental assistance at the National Health Fund in Wrocław

Free dental assistance for students is available in offices with a contract with the National Health Fund. In case of sudden toothache at night or on holidays, you need to go to an emergency dental care point.

Where to treat teeth in Wroclaw free of charge?

The Dental Clinic of the Medical University (Krakowska 26 Street) is the main place where students can count on help under the fund. In addition, there are many smaller offices in the City Center and in the Old Town. The Dental Emergency Service in Wrocław is currently located at 21/23 Dobrzyńska Street (DCDM). Admission of pain patients takes place there on a night and holiday basis (7:00 p.m. – 7:00 a.m.).

Student health insurance and USOS

Your right to free treatment in NFZ clinics in Wrocław results from insurance. Most often, you are registered as a family member by your parents (up to the age of 26 if you are studying). If you work under a contract of mandate or an employment contract, your employer insures you.

Special situations: Insurance by the university

If you do not have the possibility of insurance by your parents (e.g. your parents do not work and are not registered with the employment office) and you do not work, you must apply for insurance from the university. This procedure takes place in the Dean’s Office or the Office of Student Affairs. Insurance data are sent to the ZUS system and visible in USOS and the eWUŚ system. Failure to report will cause the system to display a lack of entitlements during a visit to the clinic at Dobrzyńska Street or Pabianicka Street, which will force you to submit a statement of entitlement to benefits under pain of criminal liability.

International student in Wroclaw

Students from EU countries receive medical assistance on the basis of the EHIC. Students from outside the EU (e.g. from Ukraine or Belarus) must purchase voluntary health insurance from the National Health Fund (13 Joannitów Street) and pay a monthly premium (approx. PLN 50-60). Proof of payment along with a passport and a certificate of study is necessary for each visit to the POZ clinic.

What exactly to do to get medical help?

  1. Log in to the IKP (Internet Patient Account): Check who your current primary care physician is. If it is a doctor in your hometown and you live in Wroclaw, consider a change.
  2. Choose an outlet close to your place of residence: If you live in the center, choose DCDM at 21/23 Dobrzyńska Street. If you are in the Wittigowo academic estate, check the clinics at Partyzantów Street or Olszewskiego Street.
  3. Submit your declaration online or in person: Don’t wait until you get sick. It takes 5 minutes for the IKP to submit your declaration and guarantees that in case of fever you will be admitted on the same day or the next day.
  4. Write down the numbers for the Night Help (NŚOZ): Enter the address of the nearest night point (e.g. 213 Borowska Street or 2 Warszawska Street) into your phone.
  5. Check the status in eWUŚ: During your visit to the dean’s office, ask if your insurance is active in the system. This will save you from the stress of registering a clinic.
  6. Prepare a “medical briefcase”: If you have a chronic illness, have scans of your medical records on your phone or in the cloud. A primary care physician in Wrocław will need them to continue treatment or issue prescriptions.

FAQ – Medical assistance in Wroclaw

Can I go to the doctor in Wroclaw if I have not changed my hometown declaration?

In situations of sudden deterioration in health (infection, sudden pain), each health care clinic in Wrocław is obliged to accept you as part of emergency assistance, even if you have not submitted a declaration there. However, it cannot be a permanent visit (e.g. continuation of treatment, periodic examinations). Your doctor will see you as an “off-list patient.” However, if you plan to live in Wroclaw for the entire academic year, changing your declaration is definitely more convenient.

Where can I get free laboratory tests (blood, urine) in Wroclaw?

You can perform free tests at the collection point of the clinic to which you submitted your health insurance declaration, provided that the referral was issued by a doctor from this facility. The largest collection points for students are located in DCDM at Dobrzyńska Street and in laboratories at Komandorska Street and Swobodna Street. Private tests without a referral can be performed at Diagnostyka or ALB points located throughout the city (e.g. at Grunwaldzki Square).

How to get a prescription for medications taken on a regular basis?

If you have submitted a declaration at a clinic in Wroclaw, your primary care physician may issue a prescription based on medical records from your previous facility (a photocopy of your file or a certificate from a specialist). Many clinics (e.g. at Dobrzyńska Street) allow you to order a prescription online or by phone without having to visit the office, as long as the treatment continues.

Is a student ID card enough to get help in the hospital?

A student ID card confirms your student status, but it is not proof of insurance. The proof is a green light in the eWUŚ system (verification by PESEL number). Hospitals in Wrocław (e.g. at Borowska Street) always check the eWUŚ system. If your insurance has expired, the card will not protect you from the bill for your ER visit unless you provide a document confirming your entitlement to benefits within 14 days.

What if I don’t have health insurance?

If you have lost your right to insurance (e.g. your parents have lost their job, you are over 26 years old and you are not working), you must immediately report this fact to the university. The university is obliged to insure you at your request. Until insurance is obtained, each visit to an NFZ doctor in Wrocław will be paid (the cost of an internist consultation is usually PLN 150-200).

Where to look for psychological help at the National Health Fund in Wrocław?

Psychological and psychiatric assistance at the National Health Fund does not require a referral to a psychiatrist, but requires a referral to a psychologist. Students can seek help in Mental Health Clinics (e.g. at Wybrzeże Conrada-Korzeniowskiego Street or Bończyka Street). In addition, most universities in Wrocław (WUT, UWr) have their own psychological support centers, where consultations for students are free of charge and take place without queues typical for the National Health Fund.

Can I use private medical care (LuxMed, Medicover) and the National Health Fund at the same time?

Yes, having a private medical package (e.g. from your employer or purchased by your parents) does not deprive you of your right to use public healthcare. In Wrocław, many people use LuxMed at Swobodna Street or Medicover at Grabiszyńska Street for quick consultations, and from the National Health Fund at Dobrzyńska Street to obtain exemptions on university forms or referrals for rehabilitation.

The NFZ medical assistance system in Wrocław is efficient provided that you complete the formalities before the onset of the disease. The key to calm during the session is to have an active declaration in a facility close to your campus or dorm.

Take action

  1. Check your insurance in the mObywatel application or the IKP system.
  2. Write down the address of the nearest Night Help Point (NŚOZ) on your phone.
  3. If your referral for examinations from the Dean’s Office expires, make an appointment at the WOMP (Przyjaźni Street or Oławska Street) at least two weeks in advance.
  4. In case of problems with exemption from PE, go to the PE study of your university for a list of certified doctors accepted by the rector.
